OGP Georgia

The success of Georgia as the OGP member country is a result of works that the country has been conducting for years to meet the commitments undertaken within the OGP.

After joining the OGP, Georgia developed 5 action plans in cooperation with civil society, and successfully implemented 4 Action Plans, while the action plan for 2024-2025 is being implemented:

According to OGP guidelines, member countries develop OGP Action Plans.

Taking into account OGP principles, it is important that the Action Plans are co-created by government and civil society who are working together to define commitments that will be undertaken by the government in the framework of the Action Plan.

OGP Handbook developed by the OGP Support Unit provides guidance for developing Action Plans and describes roles and responsibilities of participants involved in the process.

Members are considered to be officially participating in OGP once they begin to consult with civil society organizations to develop an Action Plan. OGP member countries are encouraged to set up a mechanism to facilitate ongoing consultations with civil society and ensure opportunities for public input.

OGP Georgia Action Plan Development Process

At the initial stage of drafting the Action Plan, member civil society organizations of the OGP Georgia Inter-Agency Coordination Council jointly or individually develop and submit recommendations to the OGP Georgia’s Secretariat to be considered as commitments of the new Action Plan.

OGP Georgia’s Secretariat processes these recommendations and submit them to thematically relevant state agencies for review and consideration.  

Several working meetings of the OGP Council and the Forum are dedicated to the development of the Action Plan; Public consultations are held throughout the country.

As a result of changes enforced in 2019 to improve OGP Georgia’s process, the Council member agencies are obliged to submit a written response to the Council on a refusal/partial refusal to consider recommendations of local and international organizations with respect to taking new commitments in the framework of the Action Plan.
